At War Against the Water Bill
I live in a rural area in a town with only septic tanks. They are pushing for a city sewer that will double water bills. My water bill is already exorbitant without being doubled. I started researching dual flush toilets (expensive) and low flow showerheads when I stumbled across Gaiam's Controllable Flush High or Low Flow Toilet Conserve device.
I ordered one right away and installed it soon after arrival. Wow! This thing is really cool! It is not my only strategy against my attack against my high water bill, but it will certainly play a key part. I like it so much I will order another one for the other toilet after completing this review.
Downside: It is not stocked by Amazon and shipped from elsewhere so as of now you can't save with Super Saver Shipping.
It did arrive by FedEx with Gaiam's standard shipping fairly promptly. I did find it quite easy to install, however my toilet had been in use for 9 years and I ended up having to replace the two tank to bowl connecting bolts and washers along with the main flow channel gasket. So, if your toilet has been in place for any length of time you might want to pick up this kit at HomeDepot or Lowes to have on hand before installing your water saver.
UPDATE: I got my second controllable flush device and installed it on my other toilet. Not all toilets are created equal. The performance of the controllable flush device is superior on the more expensive toilet in my master bath. It does the job holding down the lever for only 2 seconds. The other toilet requires a solid 4 seconds to do a minimum flush. Also, my master bath toilet is oval while the cheaper toilet is round. The cheaper toilet's lid will touch the flushing lever and can prevent the flapper in the tank from seating fully which will cause water to continually go down the drain until this condition is recognized and corrected. If you don't catch it quick enough, you can waste a lot of water. To solve this problem I placed a dome stick on door stop on the tank so the lid can't contact the flush lever. It's debatable whether or not I'd go with the controllable flush device again on the cheaper toilet if I had it to do again. However I'm very satisfied with its performance on the more expensive oval toilet. CAUTION: If you install one, make sure the toilet lid cannot rest against the lever. Otherwise, still a great water saving device that I'd highly recommend.
For my master bath toilet this is definitely 5 stars. For my other toilet, maybe 2 stars. I would not have bought the second one if I had installed it in my cheaper toilet first.

Works Beautifully If Installed Properly

The installation diagrams could be a little clearer, and I made a couple of stupid mistakes that made my installation take a lot longer than necessary, but if you're carefully following the instructions this flusher shouldn't take more than 15 minutes to install. The "conserve" flush, which is handy when all you need to flush away is liquid, lasts as long as you hold down the handle. (After a few "conserve" flushes you'll figure out the optimal hold-down time for flushing away liquid--about 3 seconds on my toilet.) The "full" flush is a regular-volume flush that works the same way as an ordinary flush on a typical (American) toilet. This flusher is a fantastic product, and far cheaper than a dual-flush toilet!
